In 2012 with Malaysian Qualifications Agency (MQA), HEEACT signed a statement of the Joint Technical Committee on each other's quality assurance outcomes. The statement covers bachelor's programs and qualifications accredited by each party and serves as an advice to relevant organizations in Malaysia and Taiwan on the state of academic quality of bachelor's programs and qualifications accredited by both parties to facilitate recognition of the degree award.

Established on December 25, 2005, HEEACT is a non-governmental organization jointly funded by the Ministry of Education and the higher education institutions in Taiwan. Since 2006, HEEACT has pursued the quality of higher education through professional accreditation.
