2018 APQN Annual Conference and AGM

The 2018 APQN Annual Conference (AAC) and Annual General Meeting (AGM) were held in Nagpur, India on March 23-25, 2018. This year theme is Capacity Building for Next General Quality Assurance of Higher Education. The event invited prominent scholar Keynote Speaker Dr. Sid Nair, Executive Director of Tertiary Education Commission (TEC) from Mauritius, and other plenary and workshop speakers from Indonesia, Japan, Korea, Malaysia, Philippines, Russia, Sri Lanka, Taiwan, Thailand, United Kingdom and many more. A total of more than 105 international and local guests participated in this rewarding event as experts share the insights in staff capacity building in different aspects of higher education as well as other quality assurance related issues.

HEEACT Executive Director, Prof. Dr. Angela Yung-Chi Hou, also the Vice-President of APQN, chaired for the session “Capacity Building of National Quality Assurance Agencies”, in which speakers Dr. Huang Baoyin, Director of China Academic Degrees and Graduate Education Development Center (CDGDC), and Prof. Dr. Deepthi C. Bandara, Director of Quality Assurance and Accreditation Council of University Grants Commission (UGC), Sri Lanka shared the valuable experiences in program evaluation. In parallel session 3, Associate Research Fellow Dr. Jackson Chun-Chi Chih discussed the topic “Institutional Accreditation Mechanism and Future Challenges” in the sub-theme Capacity Building in Institutional &Professional Accreditation, along with Dr. Qiu Junping and Dr. Jing Tian, Lecturers of Chinese Academy of Science & Education Evaluation, China, who shared their experiences in methods and results based on the evaluation practice of research centre for China science evaluation. QA Coordinator Ms. Pin-Chuan Hsu shared her knowledge in the sub-theme “Capacity Building in International, Regional & National QA”, in which she shared Taiwan’s experiences in “Transparency and Social Responsibility of Higher Education Institutions in Terms of Quality Assurance Information”. Last but not the least, Prof. Dr. Angela Yung-Chi Hou also chaired and talked for the session “Management Capacity between Program Accreditation and Institutional Audit”, along the side of QA experts from BANPT Indonesia, NIAD-QE Japan, and MQA Malaysia. Last year, HEEACT held staff exchange programs with NIAD-QE and MQA, and signed the Memorandum of Understanding with BAN-PT the first time.

The Awarding Ceremony of 2018 APQN Quality Award took place during the Gala Dinner on the first day of the event. The winners of the four award categories are as follows:

Award Category 1: APQN Award of International Cooperation in QA:
1. National Institution for Academic Degrees and Quality Enhancement of Higher Education (NIAD-QE), Japan
2. Higher Education Evaluation Center of the Ministry of Education (HEEC), China
3. Korean Council for University Education (KCUE), Korea
4. National Centre for Public Accreditation (NCPA)

Award Category 2: APQN Award of Staff Capacity Building:
5. Higher Education Evaluation and Accreditation Council of Taiwan (HEEACT)

Award Category 3: Successful Hosting APQN Annual Conference:
6. Shri Shivaji Education Society Amravati’s Science College
7. Dhanwate National College

Acceptance to APQR:
8. Certification Association “Russian Register” (RR)
9. National Centre for Public Accreditation (NCPA)

The APQN Annual Conference lasted for one and a half day, followed by the Annual General Meeting, where APQN members shared their contributions toward Asia-Pacific higher education in the previous year. A half-day excursion to Mahatma Gandhi's Sevagram Ashram took place on the last day of the event.

The 2019 AAC & AGM was expected to be held in Sri Lanka, which a short introduction clip was shown by Dr. Prasad Sethunga, Director of Internal Quality Assurance Unit in University of Peradeniya.
